Description

The menus in editor have become overly tall with the additions of "Encoding" and "Find declarations" & friends. The idea is that on a standard 80x25 console, the menu extends past the bottom of the screen. Maybe move "Encoding" in "Options" and "Find declarations" in "Search/Repl?"?

Attached patch (against 4.7.0-pre1) does this.
