Panelize contents are lost

Description
Panelize contents are lost when doing F8 on a file on the other panel.
They are lost with F5, F6 in other panel too but I think they shouldn't.

Confirm. Panelize shouldn't be lost.
They are lost with F5, F6 in other panel too but I think they shouldn't.
Since copy/move to panelized panel is not supported, how do you think, what behavior of f5/f6 in other panel should be? Should it be as f15/f16 or differ?
