Ncurses supports utf8, only some formating is needed.

And also this fix: #229

Still, most of current utf8 patches are for slang only.

And one more thing, something I noticed back when I was testing the only
ncurses utf8 patch, I'm aware of, it was back in http://mail.gnome.org/archives/mc-devel/2007-November/msg00053.html :
there's a display problem with ncurses, that shows on small sized x-terminals;
while much of that post are ramblings, I don't think it can be fixed in mc,
at least without major rewrite, slang interface was simply written bit more complex
and handles this case better.
