Update RPM SPEC file to fix rpmlint warnings and enable compilation on EL* w/o patches

Description

I came up with a patch to the current SPEC to enable builds on all RH-based platforms (both Fedora and EL).

For EL older than EL5 it is able to build a static glib (the one it currently uses is from EL5, which I find reasonable) and link mc against it.

Also it fixes many rpmlint warnings, especially about expanded macros in changelog.
